The City of Montreal Municipal Identification and Residence Card

Access to municipal programs and services

Following the adoption of the Access to Municipal services without fear policy, the City of Montreal established a partnership with Doctors of the World Canada in order to issue a Montreal identification card certifying your identity and your residence, or that of your child. This ID card aims to facilitate access to city services and programs for everyone who lives in Montreal, regardless of their immigration status.

The card is for you if:

  • You are a person without an immigration status or in an ongoing immigration process. *
  • You have no ID card or proof of address, and this prevents you from accessing municipal services.
  • You fear having to identify yourself or you have difficulties identifying yourself in order to access services offered by the City of Montreal.
  • You would like to know more about municipal services and how to access them for you and your family (library, day camp, pool, sports and leisure, food bank, etc.)

* A person without an immigration status or in an ongoing immigration process that experiences difficulties in presenting a valid ID and/or proof of address, or that of one of their children, is eligible to get the Montreal ID card.
